FLAMEL APPOINTS JANIK BLOUIN
GENERAL MANAGER AND BOARD

Lyon, France, June 8, 1999 - Flamel Technologies (Nasdaq: FLML) today announced the appointment of Ms. Janik Blouin to the newly created post of General Manager and her election to the Company’s Board of Directors.

The role of General Manager has been created to strengthen Flamel’s focus as a product-oriented company. Ms. Blouin will manage Flamel’s day-to-day operations and will, together with Dr. Soula, oversee the Company’s business development activities. Ms. Blouin, who has over twenty years of experience in the pharmaceutical industry, joins Flamel from 3M Sante, France, where she had been the General Manager since 1997. Prior to assuming that role, Ms. Blouin held a number of other positions in 3M Sante, including Business and Marketing Manager. Her earlier experience includes business and marketing experience at Amour Montagu (later Rorer), Merck Sharpe & Dohme, France, and ICI Pharmaceuticals.
