FLAMEL APPOINTS STEPHEN WILLARD AS EXECUTIVE VICE PRESIDENT, CHIEF FINANCIAL OFFICER AND GENERAL COUNSEL

Lyon, France, August 9, 2000 Flamel Technologies (Nasdaq:  FLML) today announced the appointment of Stephen H. Willard as executive vice president, chief financial officer and general counsel of the company.  Mr. Willard has fifteen years experience as both a financial and legal advisor to international companies as a vice president of a major investment bank and attorney in two prestigious international law firms.  Most recently, he has served as an officer in two international pharmaceutical companies focused on drug delivery and pharmaceutical research.

Prior to joining Flamel, Mr. Willard served as vice president – legal affairs for Biovail Corporation, which acquired Fuisz Technologies in mid-1999, where he was executive vice president and general counsel.  Previously, Mr. Willard was vice president in the investment banking division of Credit Suisse First Boston and was an attorney at Gibson, Dunn & Crutcher and Shearman & Sterling.  He serves as an outside member of the board of directors of a number of companies, including E*TRADE Bank.  He is a graduate of Williams College and Yale Law School.
